General editing is polishing and trimming sentences, editing for readability, and putting in proper grammar.

Proofreading is another set of eyes catching typos, missing words, and formatting problems.

Each type of edit uses different editing skills, and time.

Before sending a manuscript to an editor, read it through out loud. It is amazing how many mistakes you can pick up by reading your work out loud. This will save you money. Then the editor can focus on what needs work and you will get a faster delivery.
